Osbornes was appointed by Malvern Hills District Council to design and deliver an extension to the existing Council House, providing an accessible public-facing entrance and new meeting accommodation. The Council House—Priory Mansion—is a Grade II* listed Victorian Gothic villa of significant historic importance within Great Malvern.

Any intervention on this highly sensitive building required a careful, conservation-led approach. The new extension draws from the established palette of materials and architectural forms found in the original structure, yet applies them in a refined, contemporary manner. This ensures the addition remains visually subordinate, respecting the character of the listed building while offering a clear architectural distinction between old and new.

The completed scheme establishes a greatly improved, fully accessible reception point for members of the public and provides flexible, modern internal spaces for staff, enhancing the building’s long-term functionality and its continued civic role.
